You can watch Naruto Shippuden without watching Naruto. However, much of the backstory for the events of Shippuden will be lost, particularly the relationship and rivalry between Naruto and Sasuke, as well as Sasuke, Itachi, and Orochimaru and the prevailing threat of Akatsuki. Side stories, like Rock Lee and Gaara or the Hyuuga clan traditions, also face this possibility of loss.
While these stories are touched on in Shippuden, more focus is rightly placed on the events in Shippuden than on previous events. Futher, there are memorable battles in Naruto, including Lee vs. Gaara, Orochimaru vs. The Third Hokage, and Naruto vs. Sasuke’s final battle of the original series.
It is recommended to watch Naruto and then Shippuden to have a full understanding of the characters, lore, relationships, and events.
Can I watch Boruto: Naruto Next Generations without watching Naruto?
For the most part, yes. Most of the characters in Naruto and Shippuden are side characters in Boruto (mainly parents) as the children of the many couples from Naruto are the focus. Though the Otsutsuki do make an appearance as enemies, they are different from Kaguya, the Otsutsuki who appeared in Shippuden.
However, like with Shippuden, it is recommended to watch from the beginning with Naruto.
